Managing Government Transfers: Grants and Shared Cost Agreements

This workshop focuses on the management of two types of Government Transfer Payments: Grants and Shared Cost Agreements (Note: Shared Cost Agreements are often referred to as contribution agreements or client services/third party contracts).

Course Description

Background

Government Transfers represent a significant portion of government expenditures and are attracting greater scrutiny from accountability, audit, accounting, budgeting and planning communities.

Program management need to:

  • Understand their accountabilities and governance framework for the management of government transfers
  • Exercise due diligence by allocating adequate resources to manage government transfers
  • Employ a results based framework and risk based controls throughout the life-cycle of government transfers

    Increasing emphasis is being attached to:

  • What constitutes a government transfer
  • The type of transfer tool selected
  • That recipients of government transfers are selected in a fair, objective and transparent fashion
  • That there is a results-based accountability and management framework for government transfers
  • That there is a risk-based management and control framework for government transfers
  • That government transfers are managed in an efficient fashion
  • That appropriate levels of documentation are maintained for government transfers
